The Federal Communications Commission’s Enforcement Bureau has issued a formal Notification of Suspected Illegal Traffic to RGTN USA Inc. over alleged facilitation of scam calls.
The FCC accuses RGTN of “transmitting apparently illegal calls originating from abroad, including spoofed calls, fraudulent robocalls, and calls conveying false emergencies” into the United States.
The notice was issued on August 24, 2026, and outlines a range of deceptive tactics allegedly transmitted through RGTN’s gateway network.
Among the alleged violations were spoofed calls posing as a private business to extract internal email communications from employees at targeted companies.
Further alleged misconduct included spoofed calls impersonating a local police department and the U.S. Customs and Border Protection agency.
Robocalls posing as a financial institution and as major retailers notifying consumers about nonexistent orders were also cited in the FCC’s letter.
The notice additionally flagged so-called swatting calls, which are among the most dangerous forms of fraudulent telephone activity given the risk of armed police responses.
The FCC letter outlines that RGTN’s alleged conduct violated numerous laws and regulations, including the Telephone Consumer Protection Act and the Truth in Caller ID Act.
RGTN was warned that “failure to comply with the steps outlined in this letter may result in downstream providers permanently blocking all of RGTN’s traffic,” representing a significant commercial threat.
The company was required to respond to the notice within 48 hours and report to the FCC on how it is actively mitigating illegal traffic across its network.
Vishing attacks, which involve voice-based phishing attempts targeting both individuals and businesses, have increased substantially over the past year and have proven surprisingly effective.
The FCC’s action serves as a broader warning to all telecommunications providers that regulators expect robust measures to prevent networks from being exploited for fraudulent purposes.
Businesses across the United States have filed complaints regarding the vishing attacks that the FCC alleges were transmitted directly through RGTN’s gateway infrastructure.
The enforcement action signals that the FCC is maintaining a sharp focus on illegal robocall activity and is prepared to pursue gateway providers who fail to act as responsible gatekeepers of international call traffic.
